FREEDOM OF
EXPRESSION

Freedom of Expression
FREEDOM OF EXPRESSION

Protecting Voices, Enabling Debate, Defending Democracy

Freedom of expression is the cornerstone of every free and democratic society. It empowers people to seek, receive, and impart information and ideas through any media, without interference. This right protects journalists, human rights defenders, artists, academics, online activists, and ordinary individuals who speak truth to power, expose injustice, and contribute to public debate.

Yet, freedom of expression is under sustained attack. Around the world, repressive laws, censorship, digital surveillance, and violence against journalists and activists silence critical voices. Women, minorities, and marginalized groups face unique threats both online and offline. Disinformation and hate speech are weaponized to erode trust, polarize communities, and justify crackdowns on civil liberties.

The International Commission On Human Rights (ICOHR) defends freedom of expression by monitoring violations, advocating for legal reforms, supporting independent media, and equipping civil society with tools to speak out safely. We believe that when people can express themselves freely, societies become more resilient, inclusive, and accountable.

Fostering pluralistic debate by combating hate speech, supporting counter-speech initiatives, and amplifying the voices of women, youth, and marginalized communities.

CORE PRINCIPLES

Foundations of Freedom of Expression

International human rights standards outline the scope, limits, and positive obligations tied to freedom of expression.

Universality

Everyone has the right to freedom of expression regardless of nationality, status, or platform. States must guarantee equal protection for all voices without discrimination.

Legality

Any restriction on expression must be provided by clear, precise law and subject to independent oversight. Vague or overly broad regulations are incompatible with human rights obligations.

Legitimate Purpose

Limitations are permissible only to protect rights of others or legitimate aims such as national security or public health. They cannot silence dissent or shield officials from scrutiny.

Necessity & Proportionality

Restrictions must be strictly necessary, proportionate, and the least intrusive means available. Blanket bans, shutdowns, and excessive penalties violate international standards.

International Legal Framework

Freedom of expression is enshrined in Article 19 of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights (ICCPR). Regional systems such as the European Convention on Human Rights, the American Convention on Human Rights, and the African Charter on Human and Peoples' Rights reinforce these protections. Special mandates, including the UN Special Rapporteur on freedom of opinion and expression, and landmark jurisprudence guide states in creating enabling environments for diverse media, open internet, and civic discourse.

Monitoring & Early Warning

ICOHR tracks freedom of expression indicators, documents violations, and operates rapid-alert systems to mobilize international pressure when voices are silenced.

03

Emergency Protection

We coordinate legal defense, relocation, financial aid, and psychosocial support for journalists and activists facing arrest, lawsuits, or threats due to their work.

04

Capacity Building & Training

ICOHR delivers workshops on media ethics, fact-checking, digital security, and legal literacy to empower defenders, journalists, and community leaders.

05

Public Awareness & Campaigns

We lead global campaigns celebrating free expression, countering disinformation, and highlighting the stories of journalists and artists who inspire change.
